Lincoln Land Community College will present a Constitution Day program Monday, Sept. 17 at 1 p.m. entitled "Congressional Capitulation? How Congress has surrendered to the Executive (and hurt the American people)." The public is invited at no charge to the presentation in the Trutter Center on LLCC’s main campus, 5250 Shepherd Road.

Presenters are Chris McDonald, Ph.D. and John Vinzant, Ph.D., professors of political science, and Johnny Peel, assistant professor of political science.

“We will be looking at the failure of Congress to assert its right of executive oversight,” said Dr. McDonald. “We will address three aspects of this: the issue of secrecy in government and how the secrecy of the Bush administration makes it difficult for Congress and the people to exercise oversight; a case study of the Military Commissions Act and the role of Congress; and an institutional analysis of Congress and its operations.”

Dr. McDonald, LLCC’s 2001 Pearson Master Teacher, holds a Ph.D. and M.A. from the University of Georgia and a B.A. from the University of Lancaster, U.K. Last May, he organized a World War One Symposium at LLCC and will soon begin a project to construct a World War One-era battle trench on campus.

Dr. Vinzant joined the LLCC political science faculty in 2002. He earned a Ph.D. and M.A. from Southern Illinois University and a B.A. from Iowa State University. He teaches courses in American government, state and local government, public administration, and politics and film.

Mr. Peel, who is pursuing his Ph.D. at Ohio State University, recently joined the LLCC faculty. He previously taught at the College of Wooster, Muskingum College and Ohio State, where he was the recipient of the Henry R. Spencer Award for Distinguished Teaching.
