Copyright Compliance Policy

LLCC Library operates according to the provisions established in the United States Copyright Act of 1976 (Title 17 U.S. code) under section 107, the doctrine of Fair Use.  The Copyright Act offers copyright holders legal protection of their entitlement to the reproduction and distribution of copyrighted material.  Since the enactment of this code, a series of court decisions demonstrated the necessity for limitations on these rights, which resulted in the addition of Section 107.  This section codifies the doctrine of Fair Use, which establishes limitations based on the purpose and the character of the use of copyrighted materials.

Fair Use limitations justify the legal reproduction of copyrighted works for purposes such as “criticism, comment, news reporting, teaching, scholarship, and research,” and apply directly to nonprofit, academic institutions.  Section 107 suggests that each case is determined by weighing each of the following four factors.  

  1. purpose of use
  2. nature of the work
  3. substantiality of the work that is used
  4. effect on the potential market value of the work

General Policies
Food is not allowed in the Library.
Beverages are allowed only if contained in a secure, plastic container with a lid.
Copy Machines and Printing: 10 cents per page
Excessive noise will be met with a polite request for you to leave the library.

Circulation

Books: 4 weeks
Magazines: Periodicals do not circulate
Materials may be renewed twice.
Reference Materials may not leave the Library.

Overdue Fines / Fees

$10.00 per item fee if item is overdue 28 days
Reserve fines: $1.00 per day
Lost items: Replacement price of item + $10.00 per item fee

Student ID / Library Cards
  1. Students may obtain an ID/Library Card by presenting a photo ID and a current class schedule at the Library Circulation Desk. The Library makes IDs anytime during regular operating hours.
  2. Student ID/Library Cards are good for a period of three years.
  3. Replacement cards carry a $10.00 fee, regardless of circumstance. However, if the card has expired, there will be no charge for a new card.
  4. Students must present their ID/Library Card to check out any item from the Library. This includes all items on Course Reserve.
  5. Students may have no more than 15 items charged to their account. 
  6. The Student is responsible for all items charged to their ID/Library Card. It is the students’ responsibility to alert the Library if their card is lost, missing, or stolen.

Note: Patron is responsible for informing the Library of any changes to the patron's name and/or address.

Faculty, Administration, and Staff ID / Library Cards

Lincoln Land Community College Employees may obtain an ID/Library card by presenting a photo ID at the Library Circulation Desk. The Library makes IDs anytime during regular operating hours. 

 

Employees that have an ID/Library Card may use the card to check out items from the Library’s collection, which include the following items: books (circulation period of 28 days, with four sequential renewals for an additional 112 days), CDs, DVDs, VHS tapes (circulation period of one week, with one renewal for an additional week). If you need an item longer than the assigned period, please speak with a member of the Circulation Staff in order to make appropriate arrangements.

 

Employees and students alike are subject to the same Fee structure regarding overdue items. When an item is overdue for a period of 28 days, the system automatically applies a Lost Item Status to the item. When this occurs, the system adds both a Lost Item Replacement Fee (replacement cost of the item) and a Lost Item Processing Fee ($10.00) to the patron’s record for each item. Once a patron returns the item, the Library will forgive the Lost Item Replacement Fee; however, all patrons remain responsible for cost of the Lost Item Processing Fee ($10.00 per item).

Interlibrary Loan Service
Through I-Share (a service provided by CARLI), LLCC Library Patrons (students, faculty, administration, and staff) have direct access to 71 other academic libraries in Illinois, and through World Cat, patrons have access to libraries worldwide. For further information, please contact Scott Ebbing by phoning the Library’s Main Line (217-786-2354) or his personal line (217-786-2358).

Renewals
Students can renew all regularly circulating items two times. Faculty, Administration, and Staff patrons can renew all regularly circulating items four times (each renewal extends the due date twenty-eight days).  
 
All items on Course Reserve are ineligible for renewal. 
 
To renew an item, a patron has three options:
  1. An item may be renewed at the library’s Circulation Desk.
  2. An item may be renewed over the phone by calling (217) 786-2354.
  3. An item may be renewed online. On the library’s web page, select the link titled “LLCC Online Catalog”. Once inside the catalog, click on the button titled “Renew Books/My Account”. You must enter your Library Borrower ID (the number underneath the barcode on the back of you Student ID) and your last name. Once logged into your account, select the books you wish to renew and then click on the button entitled “Renew Selected Items”. At this point, the system will generate a new due date. This service applies to both LLCC items and books that were requested through I-Share.
