Similar to CARES, a new round of funding for higher education institutions and students, referred to as the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA), passed legislation in December 2020. The CRRSAA created the Higher Education Emergency Relief Fund II (HEERF II).

LLCC awarded HEERF II funds to students in two ways: automatic block grants and grants through applications.

During spring 2021 and summer 2021 semesters, LLCC awarded HEERF II funds to enrolled students who were eligible for Pell. Pell-eligible students were automatically awarded a block grant. Students eligible for this block grant received an email stating they had been awarded. Funding to students was based on exceptional need. LLCC used a student’s Expected Family Contribution (EFC) amount and enrolled credit hours to determine the exceptional need.

Students who were not eligible for Pell had the opportunity to apply for the funds through an application process. Those students were notified by email and instructed to fill out a HEERF II Student Grant Application if they had COVID-19 related expenses.

The Federal HEERF II Emergency Grant was awarded on a one-time basis for spring 2021 and summer 2021 students.

In May 2021, the American Rescue Plan Act of 2021 (ARP) was passed.  This created a third round of funding referred to as HEERF III.

LLCC has awarded HEERF III funding to all students enrolled for the fall 2021 and spring 2022 semesters. Students were automatically awarded a block grant. The amount awarded was based on the number of credit hours a student was taking.

Methodology on who could get the funds and how we distributed the funds: Lincoln Land Community College developed an application for students with a FAFSA on file to complete if they had expenses related to the disruption of campus operations due to COVID-19. Full-time students actively enrolled as of Aug. 31, 2020 were eligible for up to a $400 award and part-time students up to $175.

Instructions or information we gave to students about the CARES funding: Numerous communications have been provided to the eligible students regarding the application and what expenses would be eligible for reimbursement.

LLCC has signed and returned to the Department of Education a Certification and Agreement and the assurance that the college has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

What is HEERF funding?
